张家港坚持将80%以上的财政支出用于城乡公共服务，在全省率先实施民生微实事项目。全市居民人均可支配收入多年保持全国前列，社区居家养老服务中心（站）覆盖率达100%。获评”中国最具幸福感城市”和”中国率先全面建成小康社会范例城市”。
建成首批全国义务教育发展基本均衡县（市）和全国基础教育先进市，现有各级各类学校182所（民办新市民子女学校7所），其中高等院校3所、普通高中10所、职业院校5所（含开放大学）、初中35所、小学40所、幼儿园88所、特殊教育学校1所。
建成全国首批健康城市建设示范市，实现国家卫生城市”十连冠”，拥有三级甲等医院2家、三级综合医院1家。
Zhangjiagang has insisted on spending more than 80% of its fiscal expenditure on improving the people's livelihood, and taken the lead in Jiangsu Province in providing services for “small matters concerning the people's livelihood”. Its residential disposable income per capita has ranked top nationwide for consecutive years. Its community elderly caring center(station) coverage has reached 100%. It has been rated as "China's Most Happy City" and "Model City of Building a Moderately Prosperous Society in All Respects".

Zhangjiagang is one of the first National Demonstration Cities for Balanced Development of Compulsory Education and the National Advanced City for Basic Education. Currently, there are 182 schools (including 7 private schools for migrant workers' children), consisting of three higher-learning institutions, ten senior high schools, five vocational technical colleges (including open university), 35 junior high schools, 40 primary schools, 88 kindergartens and one school for children with special needs.

The city has been titled the first National Demonstration City for Healthy City Construction, and has won the title of National Sanitary City for ten consecutive years. It has two tertiary A hospitals and one tertiary comprehensive hospital.
